The protagonist can take advantage of environmental features and pickpocket various characters throughout the game world. If guards and other NPCs notice that Garrett is attempting to steal something, he will find himself in immediate danger. Different NPCs will search for the hero in different ways depending on their role. The artificial intelligence is fully familiar with the level design, so its behavior is modeled according to various sophisticated algorithms, creating a challenging stealth experience.

The fictional world of Thief: Master Thief Edition is crafted under the influence of steampunk aesthetics and the Victorian era. Unlike the previous installments, the factions of the Keepers, Hammerites, and Pagans are no longer present. The story takes place several centuries after the events of the last game, and therefore these organizations have long since fallen into decline and been forgotten by the populace, although the old churches and the Hammerite Cathedral still remain standing as monuments to history.

The locations within the game world are similar to those featured in Thief: Deadly Shadows. Glyphs and zombies are also present, along with an asylum for the mentally ill called "Moira's Asylum" (where you can find the mechanical eye of the "old" Garrett), and there are references to the Pagan god known as the Trickster (Trikster — the Tempter), who played a central role in the very first game of the series. The City is ruled by Baron Northcrest, who desires to bring about an industrial revolution. Garrett resides in the Clock Tower rather than in a rented apartment, and the City itself is divided between two warring factions: the Watch and the Graven.

A crucial role is played by the magical energy known as the Primal, through which people can obtain supernatural abilities, but the price they pay is the loss of their sanity and their human appearance.
